Circular No. 7/2012-14 Date: 04/02/2014
Dear Members,
The Fifth State Executive Meeting was held on 03-02-2014 at Indira Priyadarshini
Govt. Degree College (W), Nampally, Hyderabad soon after the “MAHA DHARNA”
from 10 AM to 2 PM. It is a remarkable event conducted under the auspices of All India
Federation of University and College Teachers’ Organizations (AIFUCTO). Govt. College
Teachers’ Association (GCTA) and Affiliated College Teachers’ Association (ACTA),
constituents of AIFUCTO also participated in Maha Dharna. Around 1000 Lecturers /
Librarians / PDs from all districts joined hands in expressing showing their ire against
the indifference of the Govt. in solving the long pending demands of college teachers. Sri
Chukka Ramaiah, eminent educationist and former MLC, Sri Lakshmana Rao, MLC, Sri.B
Mohan Reddy, former MLC, Sri. S.D. Subba Reddy, former General Secretary, GCGTA, Sri.
Vijay Kumar, General Secretary, World Teachers’ Federation attended and expressed their
solidarity. This shows the strength and unity of the organization and I hope that the files
lying in a dormant state for a long period would be processed quickly. At the end of
Dharna programme, we presented a memorandum of demand to the Joint Director who
assured that our demands would be communicated to the Government with favourable
remarks. We presented a Memorandum of our demands to the Hon’ble Dy. Chief Minister
and also the Principal Secretary to Govt, Higher Education. I am happy to inform that the
Hon’ble Dy. Chief Minister responded positively and directed the Principal Secretary to
Govt, Higher Education to process the file relating to fitment formula as proposed by the
Commissioner of Collegiate Education in 2011. We also made it clear to the Govt. that the
Association would be forced to intensify agitation if favourable orders in respect of our
demands are not issued immediately. I thank all the State/District/Unit office bearers and
also members who have responded positively to the call given by AIFUCTO and made the
Dharna Programme a grand success. This historic event has been significantly covered by
the Press and Electronic Media also.

The Executive unanimously applauded the efforts of the State Body and
congratulated the General Secretary in getting G.O.Ms. No. 3, Higher Education (CE-I)
department dated: 15-01-2014 extending the benefit of G.O. Ms.No.10, i.e. reckoning 50%
of service (over and above 5 years) rendered as Librarian / PD in Junior Colleges for the
purpose of CAS in Degree Colleges on par with Lecturers and also in delegating powers to
RJDCEs for fixation of pay under CAS/AAS.
The Executive resolved unanimously to represent the following issues to the Govt:-
1. Fitment formula for conversion from State Pay Scales to UGC Pay Scales in respect of
Lecturers promoted in November, 2010 / May 2013.
2. One-time opportunity to Lecturers to get into UGC Pay Scales of 1996 and 2006.
3. Restoration of G.O. Rt. No. 744, dated 01-10-2010 to facilitate the teachers who
possess M. Phil qualification prior to 11-07-2009 to get into UGC Pay Scales.
4. Reckoning of total service rendered in State Scales in Degree Colleges for CAS
promotion by amending G.O. Ms. No. 24.
5. Change of nomenclature as Asst. Professor / Associate Professor / Professor.
6. Sanction of Additional Posts of Lecturers where there is additional work load in the
newly sanctioned Govt. Colleges.
7. Absorption of personal pay in UGC RPS 2006 in respect of Lecturers whose pay
exceeded the maximum of the Scale in UGC Pay Scales, 1996.
8. Regularization of Services of Lecturers from November, 2000 to November, 2010.
9. Award of CAS promotions as per UGC New Regulations immediately.
10. Preservation of Earned Leave to Lecturers who conducted Elections during summer
vacation (2011 and 2012)
11. Revalidation of the earlier orders issued by the Commissioner of Collegiate Education
allowing UGC Scales of 1996 to certain Lecturers.
12. Enhancement of the age of superannuation to 60 years on par with University
Teachers.
13. Reducing the eligibility period of service in respect of SC/ST Lecturers from 15 years
to 10 years for promotion as Principals of Govt. Degree Colleges..
14. Issuing of Fresh Notification by APPSC to award CAS promotions to eligible
Lecturers/Librarians / P.Ds as per UGC Old Regulations upto 30-06-2010.

I request all the District Secretaries / Presidents to enthuse the cadre by circulating all
the circulars being sent by the State Body regularly. At the same time, I appeal to all to pay
membership amount for the year 2013 still due from many districts and also for the year 2014
at the earliest, as it is difficult to pursue the activities without financial support from the
members. I request all the Unit Secretaries / Presidents to complete the process and handover
the membership amount as well as Rs. 150/- towards Diary 2014 to the District Secretaries
concerned immediately. I request all the District Secretaries / Presidents to consolidate the
membership amount for the years 2013 & 2014 and also towards Diary 2014 and send the
same in the form of a D.D. drawn in favour of the General Secretary, GCGTA, A.P. before
28th February, 2014. The Income and Expenditure Statement presented at the State Executive
Meeting by the Finance Secretary clearly shows how difficult it is to pursue the activities as
there is a huge deficit. Hence, all the members are requested to extend their full cooperation
by paying membership amount for the years 2013 and 2014.
I seek your cooperation in all our future endeavors. The State Body continues to
strive hard as ever and fight for our just demands.

General Secretary’s Report
Dear Members,
I have great pleasure in inviting you all to the 5th State Executive Meeting being held
today i.e., 03-02-2014 at Indira Priyadarshini Govt. Degree College (W), Nampally,
Hyderabad. At the outset, I wholeheartedly congratulate and thank all the office bearers and
members who have come from different parts of the State and attended today’s “Maha
Dharna” programme in a large number and made it a grand success. The Fourth State
Executive Meeting held on 24-11-2013 resolved unanimously to resort to agitational
programmes to voice our protest against the inordinate delay being caused in settling our long
pending issues and in accordance with the decision taken then we have conducted today’s
“Maha Dharna” under the auspices of All India Federation of University and College
Teachers’ Organizations (AIFUCTO). . I am happy to inform that Govt. College Teachers’
Association (GCTA) and Affiliated College Teachers’ Association, (ACTA), constituents of
AIFUCTO have also extended their support and participated in the Dharna Programme along
with GCGTA. It is indeed a remarkable event and I hope that this show of strength would go
a long way in getting our demands fulfilled. I express my deep gratitude to
Sri. Chukka Ramaiah Garu, eminent educationist and former MLC, Sri Laxman Rao Garu,
MLC, Sri B. Mohan Reddy Garu, former MLC and Sri Vijay Kumar Garu, General
Secretary, World Teachers’ Federation for their benign presence and solidarity. I express any
heartful thanks to Sri.S.D. Subba Reddy, former General Secretary, GCGTA for attending the
programme. You are all aware that the State Body has been relentlessly pursuing all the
pending issues and trying its best to convince that Govt. and the authorities concerned to
issue favourable orders. But to our dismay, the files relating to our issues are being sent back
by various departments under one pretext or the other. I am also aware that we are all put to
a lot of pressure, mental agony and financial loss also due to Government’s indifference in
solving our issues. However, your active participation and cooperation in all the activities
being taken up by the State Body give us the much needed strength to march ahead and as a

part of it, we have staged today’s Dharna. I take this opportunity to place before you some of
the recent developments and achievements pertaining to the Association.
1. Extension of the benefit of G.O.Ms.No. 10 to Librarians / PDs
This has been one of the major long pending issues. After the elections to the
Association in April 2010, the First State Executive Meeting unanimously resolved that the
benefit of G.O.Ms.No. 10 should be extended to Librarians / PDs who are also members of
our Association. In accordance with the unanimous resolution of the First State Executive
held in April 2010 we represented the matter to the Govt. Though the file has been under
process all these years, many objections were raised and the file was rejected due to the
interference of some persons (Not of our Association). But we never felt disappointed and rerepresented
the issue, prepared arguments and ultimately convinced the Govt. After a
protracted struggle, G.O.Ms.No.3 Higher Education (CE-1) Department dated 15-01-2014
has been issued reckoning 50% of service (over and above 5 years) rendered as Librarian/P.D
in Jr. Colleges for the purpose of CAS promotions in Degree Colleges on par with
Lecturers. I thank the Govt. and the CCE in this regard.
2. Delegation of Powers to RJDCEs for fixation of Pay Under CAS/AAS:- On many
occasions in the past, the members represented that undue delay and hardship is being caused
in fixing pay under CAS/AAS in the O/o the CCE due to pressure of work. As per the
resolution of the Association, we represented the matter to the CCE. On our representation
dated 28-09-2013, the CCE issued proceedings Rc.No. 678/UGC PF 3/2013 dt. 10-12-2013
delegating powers to the RDDCEs concerned to fix pay under CAS/AAS in respect of
Teaching and non-teaching working in Govt. and Aided Degree Colleges. I trust that this
would lessen the hardships of members.
3. AIFUCTO conference in Mangalore:- The 27th Statutory Conference of AIFUCTO was
held from 30-11-2013 to 02-12-2013 at Mangalore, Karnataka. The State President, the
General Secretary, the Finance Secretary and 20 representatives from Warangal and other
districts attended the conference. Elections were held on 02-12-2013 to elect office bearers of
AIFUCTO. I am happy to inform you that the General Secretary, GCGTA, A.P. contested for

the post of Vice-President and was elected. I thank GCTA and ACTA Office Bearers who
have extended their wholehearted cooperation in this regard. Today, we have successfully
staged Dharna under the auspices of AIFUCTO, duly supported by sister organizations,
GCTA and ACTA. We have showed our strength through today’s Dharna and conveyed the
message that the college teachers can’t be subjected to undue hardships for a long time. I
once again thank you all for participating in today’s Dharna programme.
4. Diary 2014:- I am delighted to inform you that Diary 2014 was released on 09-01-2014
by the Hon’ble Dy. C.M., Sri. Damodar Rajanarasimha. The Commissioner of Collegiate
Education Smt K. Sunitha, IAS graced the occasion. I thank the Convener and the members
of the Diary Committee in this regard. The diaries have been despatched to all the District
Office bearers. I request the District Secretaries/ Presidents to collect Rs.150/- per member
towards the cost of the Diary and send the same to the Convener, Diary Committee
immediately.
The following issues are being pursued by the State Body and I hope that we would
be able to get favourable orders shortly in respect of these long pending issues :-

Membership for the year 2013 and 2014:- It is distressing to note that some Districts have
not sent the membership amount for the year 2013. You all know how difficult it is to pursue
the activities of the Association without financial support. Further, I request all the
Dt Secretaries / Presidents to collect Rs.500/- per member, retain Rs.75/- as unit share and
hand over Rs.425/- per member to the Dt Secretaries concerned before 20-02-2014 towards
membership for the year 2014 alongwith 2013 membership amount. The District Secretaries
are requested to send Rs.350/- per member in the form of DD drawn in favour of the General
Secretary, GCGTA, A.P. before 28th Feb 2014.
I request all of you to circulate all circulars among the members and enlighten them. I
request you to extend full cooperation and strengthen the Association. Let us be united as
ever and fight for our just demands.

ORDER
In the G.O.1st read above, the Government have issued orders, for counting 50%
of JL Service (over and above 5 years) for computation of Career Advancement. Scheme
(CAS) prospectively without prejudice to the existing seniority among the Lecturers working
in Govt. Degree Colleges drawn from various sources of recruitment and that higher pay by
virtue of this will not be entitled to seniority over other Lecturers.
2. In the G.O.2nd read above, the Government have clarified that the Lecturers who opted
to withdraw Automatic Advancement Scheme Grades in the lower cadre i.e. Junior
Lecturers are eligible for computation of 50% of JL Service [over and above 5 years] to
CAS. Their pay should also be regularized in the lower cadre i.e. Junior Lecturer duly
withdrawing the AAS Grades in the lower cadre as per their option for getting weightage
of 50% of Junior Lectuer service for CAS.

3. In the reference 4th read above, the Collegiate Physical Education Teachers'
Association have requested the Government to re-examine the case of Physical
Directors in Govt. Degree Colleges by amending the G.O.Ms.No.10, Higher
Education (CE.I) Department, dt. 19-02-2004'.
4. In the reference 5th read above, the College Librarians' Association have
requested the Government to issue orders directing that weightage of 50% service of a
Librarian in Govt.Junior College shall be reckoned for the purpose of Careed Advancement
Scheme in UGC Pay Scales of 1986 and 1996 in Govt. Degree College.
5. In the reference 6th read above, the Government College Gazetted Teachers'
Association, Andhra Pradesh have informed that the Librarians and Physical Directors are
eligible to derive the benefit of G.O.Ms.No.10, Higher Education (CE.I) Department,
dt. 19-02-2004 on par with the Lecturers for the following reasons and requested to extend
the benefits to the Librarians and Physical Directors also who are working in Govt.Degree
Colleges on par with the Lecturers in Govt. Degree Colleges:-
a) Majority of Librarians and Physical Directors are drawing UGC Pay Scales
along with Lecturers;
b) They are getting CAS promotions on par with Lecturers;
c) 75% of the Librarians and Physical Directors working in Govt. Degree
Colleges are promoted from Govt. Junior Colleges like Junior Lecturers;
d) As per G.O.Ms.No.32, Education (H2) Department, dt.05-02-1996, the
Librarians working in Govt. Junior Colleges are treated as teaching staff;
e) UGC Scales are applicable to teaching staff only.
6. In the reference 8th read above, the A.P.State Council of Higher Education
opined that the request of Government College Gazetted Teachers' Association to count
50% of service rendered by the Graduate Librarians and Physical Directors in the
Gov.Junior Colleges for the purpose of CAS in Degree College Service as Lecturers in
the Govt. Degree Colleges on par with other subject Lecturers is reasonable and hence,
the Librarians and Physical Directors working in Degree Colleges be given the same
facility / benefit in counting the service rendered in Junior Colleges on par with other
teachers in terms of G.O.Ms.No.10, dt.19-02-2004 and other G.Os thereon.
7. In the reference 9th read above, the Commissioner of Collegiate Education,
A.P., Hyderabad, while indicating the total number of beneficiaries and explaining certain
other items, has requested the Government to take a decision on the request of the
Association.
8. The Government, after careful examination of the matter, have observed that it is a
fact that the existing Govt.orders and Court Judgments confirm that the posts of Physical
Director / Librarian are equivalent to that of a Lecturer In a College that all these posts are

carrying the same scale of pay and service benefits like CAS etc. in the Degree Colleges and
when anomalies have not arose in case of Lecturers, anomalies may not arise in case of
Physical Directors / Librarians, if their request is considered as per G.O.Ms.No.10, dt.19-02-2004
It is further observed that to eliminate the double benefit, if any, undue advantages are given to any
employee, it can be find out and recovered at the time of audit.,Further, there are no left over
categories other than Physical Directors/Librarians for extension of G.O.Ms.No. 10, dt.19-02-2004
9. In the above circumstances, Government hereby order to extend the benefit of
G.O.Ms.No.10, Higher Education (CE.I) Department, dt.19-02-2004. to Physical Directors
and Librarians of Degree Colleges on par with the Lecturers in counting the 50% Junior College
service for Career Advancement Scheme (CAS) in UGC Pay Scales.
10. The Commissioner of Collegiate Education, A.P., Hyderabad, shall take further
action in the matter, accordingly.
11. This order issues with the concurrence of Finance (Expr.HE) Department vide
their U.O.No.878/35/EHE/2014, Dated: 09-01-2014.

Govt.Lr.No.2615/CE.I-1/2013, dated: 08.07.2013

The Principal of all Government Degree Colleges in the State are informed that
Government convened a meeting on 05.07.2013 to discuss various demands of Service
Association (i.e GCGTA). To allow UGC revised pay Scales 2006 to M.Phil. holders
who were appointed during 2007,2008 & 2000 through APPSC and drawing UGC pay
Scales of 1996 is are among the demands discussed and the Principal Secretary
accepted the demand and later communicated minutes vide reference read above.
Therefore, the Principals of respective Government Degree Colleges are directed
to send proposals to those candidates who were appointed during 2007, 2008 & 2009
and allowed UGC Scales of 1996 by virtue of possessing M.Phil., for corresponding
fixation in the Revised UGC pay scales of 2006. They are informed that such proposals
should be accompanied with the copies of appointment orders, copies of orders by
which the teachers were allowed UGC 1996 Scales together with Service Registers, for
further examination.
