Sub:- Lecturers
promoted in November, 2010 and working in Govt. Degree Colleges – Fitment
formula for Conversion from State Pay Scales of 2005 and 2010 to UGC RPS-2006 –
Request to issue the formula recommended by the Commissioner of collegiate
Education in May, 2011 – Regarding.
With
reference to the subject cited, I submit that around 332 Junior lecturers
possessing NET/SLET/PhD were promoted
as lecturers in November, 2010. All these Lecturers are drawing their minimum
pay and allowances in the UGC pay scales for two and half years i.e., since
their date of promotion incurring heavy loss. A new fitment formula is needed
for these lecturers for conversion from State pay scales of 2005 and 2010 to
UGC RPS-2006. The committee constituted as per Go.Rt.No. 49 recommended as
below.
“Lecturers drawing State RPS 2010 are retrofitted in the
State RPS 2005 (by withdrawing the benefits gained in RPS 2010) and
subsequently placed in the UGC 2006 so that they do not get benefits twice”
Based on the
recommendation of the committee, the government requested the APSCHE to send
its views to issue orders on fitment formula and the APSCHE sent two models of
fitment formulae.
In this connection, it
is submitted that as recommended by the committee retrofitting the pay of
lecturers into RPS 2005 is totally unscientific. The incumbent was promoted in the year 2010 and has been
drawing APRPS 2010 since 1.7.2008. Therefore, retrofitting him/her into RPS
2005 as recommended by the committee is not justifiable as it results in a loss
of emoluments varying from Rs.500/- to Rs.9,000/- per month depending on the seniority
of the incumbent. As a result, senior teacher with higher length of service are
subjected to greater loss which is against natural justice and unscientific
also. Further, when an employee moves into a promotion post, he should not draw
less than what he was drawing in the lower cadre, which was accrued due to the
length of service by addition of periodical increments as per FR 22 a (iv). In
this regard some illustrations are enclosed herewith for your kind perusal.
Therefore, we request
the Govt to issue the fitment formula already proposed by the Commissioner of
Collegiate Education in May, 2011 at an early date as the members are subjected
to a lot of mental agony.
