ORDER:
The
Government of Andhra Pradesh hereby accords recognition to the Govt. College
Gazetted Teachers’ Association, Andhra Pradesh subject to the conditions laid
down in Rule 3 of the Andhra Pradesh Civil Service (Recognition of Service
Associations) Rules of 1962 and subject further to rules or instructions which
may hereafter be brought into force in respect of such association of
Government Employees.
The
Association should address its representations to Government through the
Director of Higher Education, Andhra
Pradesh and should communicate to Government promptly any change in its rules
or bye-laws and also changes in its rules or bye-laws and also changes in its
name, address and head quarters.

CONSTITUTION
ARTICLE: 1
NAME: The name of the organization shall be the
Government College Gazetted Teachers’ Association. Andhra Pradesh hereinafter
called the ‘Association’. Its
abbreviated form shall be G.C.G.T.A., A.P
ARTICLE : 2
DEFINITIONS: In this constitution unless the context
otherwise requires:
(a)ASSOCIATION: Means the Government College Gazetted
Teachers’ Association Andhra Pradesh.
(b) UNIT: Means a body recognized by the Association as
its unit in a college or Institution.
ARTICLE: 3
TERRITORIAL JURISDICTION: The territorial jurisdiction
of the Association shall be confined to all Government Colleges Arts, Science,
Training, Medical, Engineering Colleges and SCERT, BIE, CSC, Telugu Academy and
the similar institutions throughout the State of Andhra Pradesh.
ARTICLE: 4
LOCATION OF THE STATE, DISTRICT AND UNIT OFFICES:
1.
The State office of the
association shall be located at Hyderabad or at any other place specified by
the State Executive.
2.
The District office shall be
located in the Revenue District
3.
The unit shall have their
office at their respective colleges or institutions.
ARTICLE: 5
AIMS AND OBJECTIVES
1. To foster a spirit of Unity and fraternity among the
members of the teaching profession;
2. To promote consciousness of duties and
responsibilities among the members and to safeguard their interests;
3. To Serve, the Indian Nation by effectively working
and improving upon the National Education System and the higher education by
assisting the Central and State Governments in their efforts of Educational
Planning;
4. To adopt ways and means to improve the professional
efficiency.
5. To elevate the intellectual, social, moral and
economic status of members in conformity with the requirements of a progressive
Nation:
6. To discuss and suggest solutions to the problems in
Govt. Colleges with a view to improve efficiency.
ARTICLE: 6
The above aims and objectives shall be achieved by:
PROGRAMME: 1. Social and cultural activities
2.
Holding meetings, conferences and seminars etc.
3.
Organising deputations, delegations and representing teachers in committees
appointed by the Government, University and
other Social Organisations formed to
Promote the interests of Collegiate education.
ARTICLE: 7
1. Membership: Principals and Gazetted Lecturers under
the administrative control of the Director of Collegiate Education, Andhra
Pradesh, working in Government Colleges, SCERT, BIE, CSC, DHE, and the similar
institutions are eligible to the membership.
2. Continuation of membership to the retired: The
members of the Association who retire from service can take associate
membership in Association. Their problems can also be represented through the
Association. The subscription amount shall be as decided by the executive from
time to time.
ARTICLE: 8
STRUCTURE: The organizational structure shall be based
upon
1. UNIT: (A) General Body, () Unit Executive
2. DISTRICT: (A) District Council, (B) District
Executive.
3. STATE: (A) General Council, (B) State Executive
ARTICLE: 9
1. The Unit General Body shall consist of all the
members in a college or in an institution. The General Body shall elect a
President and Secretary at Unit level if the membership doesn’t exceed ten
(10). For every additional ten (10) or
fraction thereof, one (1) extra office – bearer shall be elected. All the elected office- bearers shall
constitute Unit Executive.
2. The District Council shall consist of all the elected
Office-bearers in the various Units of the District concerned. The District Council shall elect a President
and Secretary if the total membership in the District does not exceed twenty
(20). For every additional twenty or
fraction thereof, one (1) extra office-bearer shall be elected. All the elected office – bearers shall
constitute a District Executive.
In both the cases (Unit & District) the third posts
in ‘Treasurer’ fourth post is Vice-President and the fifth one onwards “State
Council Members”.
Every third post at unit and District Level shall be reserved
for lady members.
3. The General Council shall consist of all the elected
Office-bearers at Unit and District level in accordance with the Clause (1) and
(2) of the Article9.
4. The State Executive shall consist of all the State
Office-bearers, District Secretaries and the four members to be elected by the
General Council.
ARTICLE: 10
FUNCTIONS:
FUNCTIONS:
1. Unit General Body: The Unit General Body should meet
at least once in two months and pass resolutions with reference to the cadre
issues, academic matters, and communicate to the State and District office
through the elected office bearers.
2. The Unit Executive Body should communicate the
matters that have been dealt with at State and District level to all the
primary members. They must collect annual subscription and send the same to the
State Office whenever requested by the State Body. The Unit Executive shall be
responsible for the maintenance of accounts and records.
3. The District Council: The District Council consists
of all the unit office-bearers, and shall elect a District Body. The District
Council shall meet atleast once in three months and discuss the problems that
pertain to all the units in the district.
4. The District executive shall be responsible for the
maintenance of accounts and records at the District Level. They shall supervise and guide the
activities of all the units in the district.
5. THE GENERAL COUNCIL: The General Council shall
consist of:
(a) All the Executive members of the units in the State
(b) All the Executive members of the Districts in the
State
The General Council shall elect from among the members
of the association.

One Associate President
3.
Three Vice – Presidents (
one for 2014 elections)
4.
One General Secretary
5. Seven zonal Secretaries ( Three for 2014 elections)
6. Four executive Members ( Three for 2014 elections)
7.
One Finance Secretary

NOTE:
1.
The post of chairman is purely
honourary. Ex. General Secretaries/Presidents of the Organization or present
principal of a Govt. College shall be nominated by the General Secretary
subject to the approval of the State Executive Body.
2.
The Vice – Presidents shall be
elected from among the members of the respective regions, namely; Telangana,
Coastal Andhra and Rayalaseema, by the General Council members of the region
concerned.
3.
The Zonal Secretaries shall be
elected from among the members of the respective Zones by the General Council
members of the zone concerned.
4.
The Executive members shall be
elected from among the members of the three regions, Viz. Rayalaseema, Andhra,
Telangana and one exclusively from among the members of twin cities. They shall
be elected by the general council members of the respective regions and the
general council members of the twin cities.
5.
The posts of President,
associate President and Finance Secretary shall be elected on rotation and
Regional basis, namely; Andhra, Rayalaseema &Telangana
All the general
council members shall participate in the election of the person for the above posts.
6.
The General Secretary can
create and nominate the persons to hold the posts of Associate Secretary/Office
Secretary/Building Secretary, building Secretary under exigencies subject to
the approval of the State Executive Body.
7.
I) The General Council shall
meet at least once in six months and discuss the issues that pertain to service
and academic matters in accordance with the aims and objectives mentioned under
Article 5. The General Council shall
have the power to amend the constitution by the clear vote of two third majorities
of members present and voting subject to the approval of the government to the
amendment of a substantial nature.
It shall approve the annual budget and lay sown the policies of the
organization.
II) The State Executive:
The State Executive Consists of the State Office Bearers, District Secretaries
and the four executive members elected by the General Council.
The State Executive shall
meet atleast once in three months and find way and means to implement the
decisions of the general council. It
shall sanction expenditure incurred by office – bearers over and above the
budget provisions. It shall have the
power to take disciplinary action against the members and units acting against
the interests of the association.
ARTICLE: 11
DISTRIBUTION OF INCOME FROM SUBSCRIPTIONS:
(a)
The Annual subscription shall
be collected and shared in the ration of 3:1:1 among the state, district and
unit bodies respectively.
(b)
The Financial source of the
Association shall be:
1. Subscriptions 2.
Contributions and donations from the members and 3. Grants from the
Governments.
(c) Assets : Property movable and immovable shall
be in the name of the association represented by
General Secretary.
(d)
State Executive is the final
authority to take decisions on financial matters.
ARTICLE : 12
POWER AND FUNCTIONS OF THE STATE OFFICE BEARERS:
1.
PRESIDENT: The President shall
ordinarily preside over the meetings of the State Executive and the general
council. He shall guide and supervise
the activities of the organization. He
shall lead delegations in negotiation with the government or university, or any
similar body along with the Secretary.
2.
ASSOCIATE PRESIDENT: The
Associate President shall share all the responsibilities of the State president
and enjoys the same status.
3.
VICE – PRESIDENT: The Vice
President shall assist the president in the discharge of his duties. The Vice
President chosen by the President shall act as President in his absence.
The Vice –
Presidents shall be responsible for all the academic and othe publications on
behalf of the Association. They shall take up all the academic and cultural
activities on behalf of the Association.
4.
GENERAL SECRETARY: The General
Secretary shall maintain and supervise the work of the State Office and carry
on the routine functions of the association as directed by the state executive
and the general council. He shall
implement or cause to implement the programme and resolutions adopted by the
association. He shall convene the state
executive and general council whenever deemed necessary or if required to do so
under exigencies y at least one third of the members of the executive. He prepares the annual report and statement
of accounts of the association within the sanctioned budget. He shall operate the bank accounts of the
association and have the accounts of the association audited by the qualified
Auditor. He shall be the Chief spokesman
of the organization.
5.
ZONAL SECRETARIES : The Zonal
Secretaries shall assist the General Secretary by attending to work assigned by
him.
They shall be
held responsible for all the individual problems in the respective zones. They
shall represent and pesuee the individual problems of the members in
consultation with the General
Secretary.
6.
FINANCE SECRETARY: Finance
Secretary shall assist the General Secretary in collecting the subscription and
contributions, maintaining the accounts and office records, and in preparing
the annual report on expenditure and income.
ARTICLE: 13
POWERS AND FUNCTIONS OF THE DISTRICT PRESIDENT AND SECRETARY:
(a)
He shall preside over the
district executive council meetings. He
shall guide and supervise the organization activities in the district. He shall take the responsibility of solving
the problems that pertain to service matters of the individual members within
the District Concerned.
(b)
SECRETARY: The Secretary shall
carry on the day to day work of the Association; take decisions on important
matters to maintain office records and association accounts at district level.
He shall submit audited accounts to the General council. He shall correspond on
behalf of the members in the district and represent them as executive member in
the state executive body.
ARTICLE: 14
POWERS AND FUNCTIONS OF THE PRESIDENT AND SECRETARY AT
UNIT LEVEL:
a). He shall
preside over the meetings of the general body. He shall guide and supervise the
activities of the association in conformity with the provisions of the
constitution.
b). He shall carry on the day to day work of the
association in consultation with the president. He shall maintain accounts and
records of the association at unit level. He shall correspond and represent on
behalf o f the members in the unit.

ARTICLE: 16
DISCIPLINARY ACTION: The State
executive shall take suitable action against any member for the following
reasons:
(a)
Misuse or
misappropriation of funds collected for the association.
(b)
Failure to
settle the accounts of the Association
(c)
Working
against the constitution of the Association
(d)
Failure to
carry on the duties entrusted to the members/ office bearers by the State
office
ARTICLE: 17
1. No office bearer shall hold more
than one office at a time.
2.
All matters except amendment to
the constitution shall be decided by simple majority vote at all meetings held
under the provisions of the constitution.
Office of the various bodies falling vacant during the year shall be
filled in by holding election afresh.
3.
The decision of the state
executive shall be final in the matter of interpretation of any clause in this
constitution.
4.
Any member of unit, District and
State executive can be removed from office by a vote of no confidence of 2/3
majority of the General Council in a meeting called for, at the requisition of
1/3 of the total members of the general council.
5.
The State executive shall frame
rules for paying in full or in part travelling allowance and other allowances
to the members and office bearers.
ARTICLE: 18
OFFICIAL YEAR: ELECTIONS
1.
The official year of the
association shall be the calendar year
2.
The dates of the election to
the units of the association shall be declared by the State executive atleast
twenty one days before the election.
3.
The tenure of the office shall
be two years
4.
The membership shall be
collected annually on the 1st day of December every year. The amount
of membership shall be as decided by the executive from time to time.
5.
The District and Zonal Secretaries should invariably attend all the
executive and council
meetings, failing
which they should cease to hold the post.
However, they can depute someone on their behalf to attend the meetings
with the consent of the General Secretary, subject to the condition that such
deputation shall not be allowed more than three times during the tenure.
6.
No member
shall be allowed to contest for any post either at district level or at state
level, unless he/she is also a member during the immediate preceding year.
ARTICLE: 19
CONSTITUTION OF BUILDING COMMITTEE:
1.
The Building Committee shall
consist of all the General Council members and the primary members who
contributed Rs. 1000/- and more towards building fund
2.
The president, General
Secretary and the Finance Secretary of the Association shall be the Ex-Officio
Chairman, Secretary and Treasurer for the building committee. The remaining posts of office, if any,
created subsequently shall be elected by the ‘Building Committee’.
3.
The primary members, who
contributed more than Rs.1000/- towards Building Fund shall be considered as
Life Members of the Building Committee. They shall be given a privilege card,
enabling them to stay in the building by paying 50 % of the actual charges.
4.
The Building Committee shall
have the powers to amend the provisions in the constitution that pertain to
constructions/purchase and maintenance of the building.
5.
The temporary sub- committee
shall cease to exist soon after the construction or purchase of the building
takes place.

an amount of Rs.5.00 lakhs (Rupees Five lakhs only) to Higher Education
Department including HODs, and an amount of Rs.7.00 lakhs (Rupees Seven
lakhs only) to District/Regional Offices towards sanction of House Building
Advance to Government employees being for the period from 2nd of June to

and Heads of Department;
(ii) Instructions issued regarding allotment in respect of Class-IV employees
should be kept in view;
(iii) The sanctioning authority shall ensure that prompt follow up action is also
taken up after sanctioning the advance in getting the formalities
completed by the loanees;
(v) It shall also be ensured that the cases for sanction of advances for house
construction/repairs/ready built house shall be considered only after
meeting the requirement of committed cases in full.
(vi) No HBA for House Construction/Ready Built House purpose should be
sanctioned to those Government employees who were allotted houses by
the HUDA/AP Housing Board, Cooperative Societies etc.
