The Academic Staff College JNTU, Kukatpally, Hyderabad is organizing a Three
week Summer School on “Role of Communication Skills in Effective Teaching” at JNTU,
Kukatpally, Hyderabad from 17.05.2013 to 06.06.2013 for the teaching faculty of
Engineering and Science. The Certificate issued by UGC_ASC for participation will be
considered equivalent to one Refresher Course. The list of the lecturers nominated for the
course is enclosed, with their place of work for the information of the Principal.
The Principal, subject to exigencies of administrative and academic duties, is instructed to
relieve the lecturer in time with instructions to report at the above said venue before 9-30 AM on
the date of commencement. The selected lecturers will not be charged the Registration fee. T.A.
& D.A. for attending the said course shall be paid to the participants by the organizers. The
period shall be treated as ON DUTY.
These programs are mainly intended to improve knowledge, skills and the aptitude of the
lecturers. The Principals shall send compliance report in the name cover of Academic Guidance

PUBLIC SERVICES – New Pension Scheme (Contributory Pension
Scheme) - Payment of interest @ 8% per annum on the CPS
contributions of the employees and matching contributions of the
Government for the legacy period from 01-09-2004 to 31-03-2011 –

O R D E R:
In the G.O. 1st read above, Government have introduced New
Pension Scheme (CPS) to the AP Government employees who were
appointed on or after 1-9-2004. In the G.O. 2nd read above, Government
have issued operational guidelines. In the New Pension scheme each
employee shall pay a monthly contribution of 10% basic pay + DA from
his salary and the Government will contribute an equal amount as its
share. Government have reviewed the progress of the implementation of
New Pension Scheme (Contributory Pension Scheme) and issued
instructions to the DTA/PAO, Hyderabad to complete the uploading
process of the data relating to the contributions to the individual
accounts of the employees concerned for legacy period i.e. from 01-09-
2004 to 31-3-2011 in a time bound manner. Further, the DTA was
directed to furnish necessary proposals to fix the rate of interest payable
on the CPS contributions of the employees and matching contributions of
the Government for the legacy period from 01-09-2004 to 31-03-2011 as
the said funds are with the State Government only.
2. In the reference 3rd read above, the Director of Treasuries and
Accounts duly obtaining information from the O/o the Principal
Accountant General (A&E)., A.P., Hyderabad has furnished a proposal for
fixation of interest rate @ 8% per annum on the CPS contributions of the
employees and matching contributions of the Government for the above
said legacy period on par with the interest rate being paid for GPF
contributions during the period from 01-09-2004 to 31-03-2011.

3. Government, after careful consideration of the matter, hereby order
for payment of simple interest @ 8% per annum on yearly basis on the
CPS contributions of the employees and on the matching contributions of
the Government for the legacy period from 01-09-2004 to 31-03-2011 on
par with the interest rate being paid for GPF contributions during the
period from 2004.
4. The operational guidelines to the Drawing and Disbursing Officers
and Treasury Officers in this regard will be issued separately.

The Government in the GO 1st cited has introduced New Pension System to the Government Employees appointed on or after 01.09.2004. Accordingly, deductions at the applicable rates have been made from the monthly salary of the employees towards their contributions.
2. In the Government Orders 2nd cited guidelines were issued, inter-alia, for recovering arrears of CPS subscriptions @ one arrears subscription along with current month subscription. The Government in the GO 3rd cited above have issued orders for payment of DA arrears drawn and credited to the CSS account earlier in respect of employees covered under the NPS, duly deducting the CPS deductions which were not affected earlier.
3. It was brought to the notice of the Government that CPS deductions were not made from some employees ever since they entered into the Government service and they were also not covered as per the GO 3rd cited and therefore requested to issue suitable instructions.
4. After careful consideration and keeping in view of the stabilization of the scheme, the Government hereby order that, arrears of subscription to the Contributory Pension Scheme from the joining in the Government service shall be deducted from the employees concerned as per the instructions issued in the reference 2nd cited above and may be credited to their respective CPS accounts.

The Government in the GO 3rd cited have issued orders, for payment of DA arrears drawn and credited to the CSS account earlier, in respect of the employees covered under the New Pension System, along with 8% interest, duly crediting the 10% of CSS credits, to their concerned NPS account.
2. It was brought to the notice of the Government that, there are certain amounts of Interim Relief and arrears of Revised Scales of Pay 2010 credited to the CSS accounts as per the instructions issued at Para 2(m) of GO 1st cited and Para.6(ii) of G.O 2nd cited and those amounts are also need to be paid as was done in the case of DA arrears.
3. Government after careful consideration and keeping in view of the stabilization of the scheme, is hereby order that, the arrears of Interim Relief and arrears of PRC-2010, which were credited to the Contributory Pension Scheme, are also to be cleared, as in the case of DA arrears ordered in the reference 3rd cited.
4. The Drawing and Disbursing Officer concerned shall take necessary action to pay the above said CSS credits, duly preferring the adjustment bills as mentioned in the reference 3rd cited.
5. All Departments of Secretariat are requested to issue suitable instructions to the Heads of Departments under their control to follow these instructions scrupulously as ordered at para 3 above by the DDOs concerned under their control.
6. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad / Pay and Accounts Officer, Andhra Pradesh, Hyderabad / Director of Works and Accounts, Andhra Pradesh, Hyderabad shall issue suitable instructions to their unit offices to scrutiny the bills preferred by the DDOs and admit into audit as per above instructions.
