The Government in the GO 3rd cited have issued orders, for payment of DA arrears drawn and credited to the CSS account earlier, in respect of the employees covered under the New Pension System, along with 8% interest, duly crediting the 10% of CSS credits, to their concerned NPS account.
2. It was brought to the notice of the Government that, there are certain amounts of Interim Relief and arrears of Revised Scales of Pay 2010 credited to the CSS accounts as per the instructions issued at Para 2(m) of GO 1st cited and Para.6(ii) of G.O 2nd cited and those amounts are also need to be paid as was done in the case of DA arrears.
3. Government after careful consideration and keeping in view of the stabilization of the scheme, is hereby order that, the arrears of Interim Relief and arrears of PRC-2010, which were credited to the Contributory Pension Scheme, are also to be cleared, as in the case of DA arrears ordered in the reference 3rd cited.
4. The Drawing and Disbursing Officer concerned shall take necessary action to pay the above said CSS credits, duly preferring the adjustment bills as mentioned in the reference 3rd cited.
5. All Departments of Secretariat are requested to issue suitable instructions to the Heads of Departments under their control to follow these instructions scrupulously as ordered at para 3 above by the DDOs concerned under their control.
6. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad / Pay and Accounts Officer, Andhra Pradesh, Hyderabad / Director of Works and Accounts, Andhra Pradesh, Hyderabad shall issue suitable instructions to their unit offices to scrutiny the bills preferred by the DDOs and admit into audit as per above instructions.

Based on the recommendations of the UGC Expert Committee, the
University Grants Commission has granted further accreditation to the Osmania University, Hyderabad for conducting State Eligibility Test (SET) examinations for Andhra Pradesh during the next three years in 27 various subjects related to Sciences, Arts and Humanities. In a letter to the Osmania University Vice-Chancellor, Prof.S.Satyanarayana, University Grants Commission expressed overall satisfaction over the smooth and successful conduct of last year SET examination by Osmania University. Usually UGC grants accreditation for one year but it is a rare distinction that Osmania University is given accreditation for the next three consecutive years starting from June, 2013. Osmania University intends to conduct this year SET Examination in August, 2013. The State Governments and Union Territories have been given an option of conducting SET examinations in English and respective vernacular for eligibility for Lectureship/Assistant Professors at the State level.

Commissionerate of Collegiate Education, A.P., Hyderabad Guidlines Autonomous Colleges are endowed with a unique distinction as they differ from non-autonomous Colleges in terms of governance, academic autonomy and flexibility. The UGC promotes these Colleges with the objective of improving quality of education, especially at under graduation level. Accordingly, special emphasis has been laid on providing requisite resources to these Colleges so as to enable them to provide quality education. In consonance with the national level objective of strengthening the autonomous Colleges, the Government of Andhra Pradesh, vide Go.Ms.No.42 dated 04.06.2001, issued special guidelines for recruitment of teaching staff and principals for autonomous Colleges. As of now, there are nine Autonomous Government Colleges in the state under the administrative control of the Commissionerate of Collegiate Education. Recently, the CCE posted principals to four autonomous Colleges as per the guidelines mentioned in Go.Ms.No.42. In continuation of this the department is posting lecturers to the autonomous Colleges following the guidelines mentioned hereunder.
I. Guidelines for Appointment of Lecturers:
1. The lecturer shall be appointed through screening on the basis of the following criteria
a. Ph.D/M.Phil (In order of pereference)
b. Aptitude for innovation and academic excellence
c. Must be drawing UGC pay. If such lecturers are not available or not willing, then lecturers drawing other scales may be posted.
d. Must possess a minimum of service of two years as lecturers
e. The tenure may be five years a time.
2. Where there is dearth of expert teachers, in specific disciplines like Bio-chemistry, Microbiology within the zone, the faculty may be posted by outsourcing from other zones on deputation.
II. Structure of selection of committee:
a. Commissioner of Collegiate Education – Chairman
b. Joint Director/Regional Joint Director
c. One nominee of A.P.State Council of Higher Education of professor cadre as subject expert.
d. Principal of the concerned College
The criteria of selection of lecturers needs to be devised in accordance with the guidelines. Therefore, the criterion of selection encompassing the Academic Performance Indicators (API) is prepared.
