Where is Fitment ? AND When is Fitment ?

There is no considerable activity from GCGTA state body. Elections are over on 28 September 2014. almost 50 days are completed. there is no news about fitment. 

During elections all said Fitment is in last stage, Fitment is pending at Finance Dept. where is Fitment now ? . When we get fitment. Elected members might forget their Manifesto
.
On October 30,2014 i received a message about designation change within one or two days. almost 20 days is over there is no GO.

 Even those who lost election is not conducting meetings to pressurize elected body. They went to every college for Votes during elections. where are they now.

Many are bothered about Votes and Posts not for Problem and problem solving. All mistake lies with lecturers who voted not with who elected


Even contract lecturers are achieving their demands. we are fools to fail achieve our demand for a long time.

it is right time to conduct meeting to brief latest news of Fitment any other issue

ORDER:
The Commissioner of Collegiate Education (FAC), Telangana State,
Hyderabad in the reference read above, has stated that the Govt. of India has
made it mandatory for all the Higher Educational Institutions to be accredited by
National Assessment and Accreditation Council (NAAC), the University Grants
Commission has made accreditation mandatory and also notified that, only the
accredited institutions will be released funds in 12th Plan. The erstwhile Govt. of
united Andhra Pradesh at the request of NAAC established State Level Quality
Assurance Coordiation Committee (SLQACC) with the Hon’ble Minister for
Higher Education as its Chairman vide G.O.Rt.No.659, H.E.(CE-I) Dept.,
dt.08.08.2005, G.O.Rt.No.835, H.E.(CE.I-1) Dept., dt.15.10.2005 and
G.O.Rt.No.189, H.E.(CE.I-2) Dept., dt.26.03.2011. The State Level Quality
Assurance Coordination Committee (SLQACC) shall review the progress towards
quality assurance in institutions of Higher Education in the State and through
NAAC assessment and other appropriate measures. It shall also guide the
functioning of the State Quality Assurance Cell (SQAC), a functional unit of
SLQACC.
2. The Commissioner of Collegiate Education (FAC), Telangana State,
Hyderabad has furnished the following guidelines for establishment of State
Level Quality Assurance Bodies, as suggested by the NAAC:-

2. Organisation of the Quality Assurance Cell (QAC):-
The Quality Assurance Cell would be the operational administrative unit
of the SLQACC. The Cell may be headed by an Officer from the Directorate
of Higher Education, or a Dean, College Development Council on
deputation or a Professor on deputation. He/ She may be given FAC or
Additional Charge of the Cell. The salary of the Head of the Cell would be
the responsibility of the State Govt., and the Office space for the Cell is to
be provided by the Directorate.
3. Objectives of setting up State-Level Quality Assurance Bodies.
o To work towards quality improvement of Colleges in the State.
o To draw up State-level action plan in consultation with NAAC.
o Act as nodal agency/ies between the respective State HEIs and NAAC.
o Be information and resource centre for quality sustenance and
enhancement activities related to Collegiate Education.
o To publish relevant manuals and literature on assessment and
accreditation in the regional language, for wider circulation and better
understanding.
o To conduct awareness programmes on issues related to quality
assurance.
o To motivate Colleges and other HEIs of the State to undergo
assessment and accreditation, based on a phase-wise plan, prepared
in consultation with NAAC.
o To assist the NAAC in initiating post-accreditation quality sustenance
measures in the State.
o To help the NAAC in achieving the targets of A/A in the case of
affiliated Colleges.
o To advise the State Government to initiate suitable measures for
ascertaining the maintenance of minimum standards in HEIs.
o To advice the NAAC on the quality assurance activities to be taken up
by the HEIs in the State, for achieving globally-acceptable standards.
3. Keeping in view the formation of new State of Telangana, the Commissioner
of Collegiate Education, T.S., Hyderabad has requested to take necessary action for
constitution of SLQACC for the State of Telangana.
. After careful examination of the matter, the Government hereby
constitute a State Level Quality Assurance Coordination Committee (SLQACC)
for the State of Telangana with the following structure as per NAAC guidelines:-

ORDER:-

In the reference 1st read above, Government have issued orders among other matters as “there would be a general ban on filling up vacant aided posts in Private Aided Junior/Degree Colleges and Polytechnics through direct recruitment, except in respect of SC/ST backlog vacancies”.

2.       In the reference 2nd read above, the Secretary & Correspondent, AKM Oriental College, Kachiguda, Hyderabad has filed W.P.No.6577 of 2013 in the Hon’ble High Court of Andhra Pradesh, Hyderabad seeking direction to permit to fill up all existing aided vacancies by taking the strength as per G.O.Ms.No.322, dated:15-02-1968 and without reference to ban imposed by the Government vide G.O.Ms.No.35, dated:27-03-2006. The Hon’ble Court at the admission stage passed the orders dated:26-04-2013 in W.P.MP.No.8232 of 2013 in W.P.No.6577 of 2013 as follows:-

“It is represented that in similar circumstances, this court passed orders in W.P.MP.No.8203 of 2013 in W.P.No.6550 of 2013.
     
Accordingly, there shall be interim direction to the respondents to take necessary steps to fill up half of the vacant posts of Teachers in Arabic Existing in the petitioner institution, within three months from today”.

3.       In the reference 5th read above, the Commissioner of Collegiate Education, Hyderabad has stated that the AKM Oriental College, Kachiguda, Hyderabad is admitted to Grant-in-Ad during the year 1967-68 and the following posts were admitted to Grant-in-Aid:-

4.       The Commissioner of Collegiate Education, Telangana, Hyderabad has further  stated that consequent to their visit to the College on 17-9-2014 and after verifying the students strength and work load in Arabic Subject, it is felt there is every need to fill up 50% of posts of Lecturers in Arabic. There are (8) sanctioned posts and only one lecturer is working. Hence, three posts can be filled up to comply with the directions of the Hon’ble High Court in WPMP No.8232 of 2013 in WP No. 6577 of 2013 Dated:26.4.2013 and the CCE has requested the Government to relax the ban imposed on filling up vacant post vide G.O.Ms No.35, Higher Education Deptt., Dt:27-3-2006 and permit the management of AKM Oriental College, Kachiguda, Hyderabad to fill up (3) vacant posts of Lecturer in Arabic duly following the guidelines issued vide G.O.Ms No.12, Education Deptt., Dated:10.01.1992 and G.O.Ms No.14, Higher Education Deptt., Dt:20.02.2010 as a special case and requested to issue orders in the matter.

5.       After careful examination of the matter, Government have decided to implement the orders of Hon’ble High Court dt:26-04-2013 in WPMP No.8232 of 2013 in WP No. 6577 of 2013 and hereby accord permission to the Commissioner of Collegiate Education, Telangana State, Hyderabad to permit the Management of Anjuman Khadimul Muslameen Refah-e-Aam Oriental College, Kachiguda, Hyderabad to fill up three (3) posts of Lecturers in Arabic  in the said College, duly following the guidelines issued vide G.O.Ms No.12, Education Deptt., Dated:10.01.1992 and G.O.Ms No.14, Higher Education Deptt., Dt:20.02.2010 in relaxation of ban imposed by the Government vide G.O.Ms.No.35, dated:27-03-2006, as a special case.

6.       This order issues with the concurrence of the Finance Department vide their U.O.No.1930/124/EBS.IV/HE/2014, Dated:20.10.2014.

7.       The Commissioner of Collegiate Education, Telangana State, Hyderabad shall take action accordingly.
