In the G.O. read above, the Finance (HRM.IV) Department have released
an amount of Rs.5.00 lakhs (Rupees Five lakhs only) to Higher Education
Department including HODs, and an amount of Rs.7.00 lakhs (Rupees Seven
lakhs only) to District/Regional Offices towards sanction of House Building
Advance to Government employees being for the period from 2nd of June to
August, 2014 during the financial year 2014-15 for re-allocation to Secretariat
(Higher Education Department) including Heads of Department, District/Regional
Offices under control of Higher Education Department.
Accordingly, and keeping in view the size and strength of the unit of Heads
of Department under the administrative control of Higher Education wing, the
said amounts are hereby re-allocated to the Secretariat (Higher Education),
Heads of Department and Regional/District Offices as shown below:

All the Heads of Departments shall keep the following principles in view
while sanctioning the loans to the staff members under their control apart from
other rules in force.
(i) The Departments of Secretariat and Heads of Departments should not
utilize the amount allotted to the employees of District/Regional Offices
for sanction of House Building Advance to the employees of Secretariat
and Heads of Department;
(ii) Instructions issued regarding allotment in respect of Class-IV employees
should be kept in view;
(iii) The sanctioning authority shall ensure that prompt follow up action is also
taken up after sanctioning the advance in getting the formalities
completed by the loanees;
(v) It shall also be ensured that the cases for sanction of advances for house
construction/repairs/ready built house shall be considered only after
meeting the requirement of committed cases in full.
(vi) No HBA for House Construction/Ready Built House purpose should be
sanctioned to those Government employees who were allotted houses by
the HUDA/AP Housing Board, Cooperative Societies etc.

ORDER:-
In the reference 1st read above, the orders were issued providing among other
things that the “No institution for which permission to establish has been granted to meet
the educational needs of a particular locality, shall be permitted to be shifted to another
locality. However shifting of the institution from one building to another within the same
locality shall be permitted when the intention is to provide better accommodation or shifting
into own building is proposed, with the prior permission of the Government. Any unauthorized
shifting of the institution shall render lapse of the permission/recognition/
affiliation granted to the Institution automatically, without any further notice or orders”.
2. A number of proposals are being received from the A.P. State Council of Hither
Education/ Telangana State Council of Higher Education, Hyderabad and the Management of
the Colleges in the State for shifting of the Institution from one building to another with in
the same locality.
3. The Government after examination of the matter, hereby delegate the powers to
the Commissioner of Collegiate Education, Telangana State, Hyderabad, to examine the
proposals of managements of the Private Un-aided Degree Colleges for shifting of their
colleges from one building to another within the same locality when the intention is to
provide better accommodation or shifting into own buildings, which fulfills all the conditions
as per Check-List (as annexured to this order) and rules mentioned in the G.O. 1st cited,
and take decision at their level.
4. The Commissioner of Collegiate Education, Telangana State, Hyderabad is directed to
take necessary action in the matters accordingly, and send only the proposals in which
relaxation of rules/guidelines are required to Government for examination.

How
T.G.C.G.T.A. Elections are conducted
TGCGTA
issued election notification for 2014-2016. According to it elections are
conducted.
1)
UNIT EXECUTIVE :
All
the primary members of unit body will elect unit executive. The unit executive
or office bearers are as follows

president, Unit secretary

Unit
president, Unit secretary, Treasurer ( Woman)
1-30
Unit
president, Unit secretary, Treasurer (w), Vice president
1-40
Unit
president, Unit secretary Treasurer (w) , Vice president,
State councilor 1
If
there is no women members or not interested men may be elected.
Unit
elections are direct elections. Primary members directly elect unit executive
or office bearers.
2)
District Executive :
Elected
body of district council will be called District executive. District elections
are indirect elections. Only elected office bearers of units will participate,
contest and elect district executive or district office bearers.
Any lecturer or primary member may contest for district body posts but he must be proposed and seconded by office bearer.

secretary, treasurer(w), vice president

Above
post and State council members for every 20 primary members
State Executive
State
executive consists of Elected office bearers of General council. General
council consists of the following
1.)
All
the executive members of the units/colleges
in the state
2.)
All
the executive members of the districts in the state

one
president
2)
one
associate president
3)
three
vice presidents
4)
one
general secretary
5)
seven
zonal secretaries
6)
four
executive members
7)
one
finance secretary
8)
one
chairman
NOTE:
Any primary member may contest for state level post but he must be proposed and seconded by office bearer.
