HIGHLIGHTS OF THE PROSALS SUBMITTED BY GCGTA
TO
                                              10TH PAY REVISION COMMISSIONERS
To extend UGC pay scales to all the lecturers working in Degree Colleges or to revise the State Pay Scale on par with UGC pay scales to the lecturers working in Govt. Degree Colleges and drawing State Pay Scales to do   natural justice to the concept of equal work and equal pay and to remove psychological depression among the lecturers due to this disparity in the pay and total emoluments and to maintain natural justice.

  • Principal scale in higher education in Govt.Degree Colleges:
In UGC Pay Scales principal Scale is clearly given whereas in State Pay Scales a separate scale for the Principal has not been assigned. Problem arises as and when a lecturer drawing State Pay Scales becomes Principal. Hence we represent to add a separate scale to post of Principal (SPP-I) of a Degree College.
  • Incentive Increments For Higher Qualifications:
As per G.O.Ms. No. 14 Dt. 20-02-2010, additional increments for possessing higher qualifications have been sanctioned as follows :
a).   For Ph.D qualification at entry level   5 increments
b).For M.Phil qualification at entry level 2 increments
We, therefore, request you to recommend additional increments for Ph.D. and M.Phil holders drawing State Pay Scales in Degree Colleges on par with Lecturers drawing UGC pay scales.
·   Automatic Advancement Scheme: Extension of the Scheme to all the employees.
·   Implementaion of New PRC: The Tenth PRC should be implemented with effect from 01-07-
2013 with monetary benefits as has been done in the case of Central Government Employees.
  • Increments:   Sanction of Increments on the First Day of Every Half Year.
Rate of Increment: Each annual increment should be equivalent to 3% of the Basic
Pay on par with Central Government Employees.
  • Retirements on the Closing Day of the Half Year.
At present it has been ordered for dragging on the service for retirement upto the   
end of the month irrespective of the actual date of attaining the age of
Superannuation of 58/60/65 as the case may be. We suggest that the above drag
on may be extended upto the last day of that half year i.e either on 30th June or 31st
December every year.
  • Redesignation of the Post of Lecturer in Degree Colleges as  Assistant Professor/Associate
Professor
Our Association, time and again has been demanding to re-designate the post of the Lecturer in Degree Colleges as Assistant Professor to have uniform nomenclature throughout the country as recommended by the MHRD/UGC. On our request, the State Government have constituted an official committee to study the issue in order to take a comprehensive decision.
Keeping in view the above factors, we request you to recommend for re-designation of Degree College Lecturers as Assistant Professor in order to have a uniform nomenclature of the teaching faculty in higher institutes of learning throughout the country, since there is no additional financial commitment to Government and, it does not lead to cadre strength problem.  It is a matter of   change in nomenclature which is being followed by other States.
  • Age of Superannuation
We request you to recommend enhancing the age of superannuation of all the state government employees up to 60 years of age on par with the Central Government Employees and up to 62 years of age for Degree College and University Teachers as recommended by the MHRD/UGC.
