ORDER:
In the G.O. 2" read above, Operational Guidelines were issued for enrolment of
beneficiaries, duly defining the role of the beneficiary, Drawing and Disbursing
Officers, Director of Treasuries & Accounts, Commissioner of Civil Supplies, Chief
Executive Officer, Aarogyasri Health Care Trust, Heads of Department and District
Collectors.
2. In the G.O. 4th read above, revised orders were issued, in supersession of
the orders issued in the G.O. first read above, notifying the 'Employees Health Scheme
(EHS)'and defining its features.
3. In continuation and partial modification of the Operational Guidelines issued in
the G.O. 2" read above, Government hereby issue the following guidelines for issue of
Health Cards to the beneficiaries covered under the Employees Health Scheme (EHS):
4. ISSUE OF HEALTH CARDS
The employee or pensioner will submit online application along with the
following documents as prescribed in G.O. 2" read above. The rates for submission of
application at mee seva centres are prescribed in the G.O. 3rd read above.
• copy of Service Register (pages 1 and 2 of old service register or pages 4 and
5 of new service register) in case of employee;
• digital copy of ICAO compliant photograph of each beneficiary, and
• copy of Aadhaar enrolment receipt or Aadhaar card of each beneficiary
4.1 Permanent Health Cards
4.1.1. The following process will be adopted for issue of permanent health
cards:
a) The submitted applications will be scrutinised by Aarogyasri Health Care Trust
(AHCT)

b) The scrutinised applications will be forwarded to the Drawing and
Disbursing Officers (DDO) in the case of employees and the Sub-Treasury
Officers (STO) in the Districts /Assistant Pension Payment Officers (APPO) in
Hyderabad in case of pensioners, who will in turn verify the applications
and approve or reject in case of discrepancies. The logins of DDOs or
STO/APPOs may be reassigned to other functionaries in the district by the
District Collector in case the DDOs or STO/APPOs are unable to handle the
verification work.
c) The approved applications will be sent, online, for printing of Health
Cards for each individual beneficiary.
d) The printed cards will be delivered to the respective Card Issue Centres
(CIC) in the districts as per option given by the applicant. The
beneficiaries will be notified through short message service (SMS) on their
mobile phone once the permanent card is printed.
e) The entire applicant family will thereafter go to the designated CIC, give the
individual beneficiary finger prints as acknowledgement and receive the
permanent cards.
4.1.2. The permanent Health Cards issued under EHS will be biometric fingerprint based
health cards, will carry the Aadhaar number/Aadhaar Enrolment number and
will be issued in the name of the District Collector concerned.
4.1.3. The biometric Health Cards of all Employees and Pensioners who have
submitted their applications with Aadhaar numbers and full details will be
issued health cards through the respective CICs within 30 days of submitting
their complete application.
4.1.4. The Card Issue Centres (CIC) will be located at the rate of one in each
Revenue Division and the District Collector will decide the location of CIC in each
Revenue Division.
4.1.5. The work of issue of permanent biometric Health Cards at CICs is an
ongoing process to be carried out by Aarogyasri Health Care Trust till all
the beneficiaries are issued permanent health cards.
4.2 Temporary Health Cards
4.2.1. The process of issue of Permanent Health Cards will take time. In order to
enable the beneficiaries quick access under the scheme, it is decided to
issue temporary health cards soon after the scrutiny of the online application by
Aarogyasri Health Care Trust . Temporary cards will be generated in the logins of
the applicants, soon after the completion of scrutiny of applications, which
are in complete shape, by Aarogyasri Health Care Trust. These digital cards
can be printed out and laminated by the applicants on their own through
internet. Alternatively the beneficiaries can obtain a laminated temporary card
from any Mee Seva Centre at a cost fixed by Director ESD, IT & C Department,
but not exceeding Rs.25/- per temporary card.
4.2.2. Temporary Health cards will remain valid for a period of 90 days or till the
time a permanent card is issued or the application rejected by the
DDO or STO/APPO as the case may be, whichever is earlier.

4.2.3. All beneficiaries who receive a temporary card will be eligible to avail treatment
in the empanelled hospitals. To start with, the hospitals empanelled by
Aarogyasri Health Care Trust (see www.aarogyasri.gov.in (or) www.ehf.gov.in
for details) will provide treatment.
5. Detailed operational guidelines required from time to time will be issued by
Government (Health, Medical and Family Welfare Department) and made available in
the website.
6. The Director of Treasuries and Accounts, Pay and Accounts Officers, and all
Heads of Departments shall issue instructions accordingly to all the functionaries
specified in this order, as well as in G.O. 2nd read above, within 7 days of issue of
this order. They shall also report the daily progress of the enrolments and approvals of
applications, to the Government in the respective Administrative Departments.
7. The Principal Secretary to Government, General Administration (Services &
HRM), Department, Secretary to Government, Information Technology &
Communications Department, Commissioner of Civil Supplies, Chief Executive
Officer, Aarogyasri Health Care Trust, Director of Treasuries and Accounts, District
Collectors, Pay and Accounts Officers and all Heads of Departments shall take necessary
further action in the matter accordingly.
8. This order issues with the concurrence of Finance (Expr.M&H.1) Department,
vide their U.O.No.360/A1/Expr.M&H.I/2013, Dated: 26/10/2013..

In the letters 1st, 2nd and 3rd read above, the Commissioner of Collegiate Education,
A.P., Hyderabad has furnished three(3) proposals for (1) Introduction of Restructured
Courses as new Section on self finance basis in certain Govt.Degree Colleges from the
academic year 2013-14, (2) Introduction of P.G.Courses in certain Govt.Degree Colleges on
self finance basis from the academic year 2013-14 and (3) Introduction of Conventional
Courses at Under Graduate Level in certain Govt.Degree Colleges from the academic year
2013-14.
2. After careful examination of the matter, the Government have agreed with the
proposal of the Commissioner of Collegiate Education A.P., Hyderabad for (1) Introduction
of Restructured Courses as new Section on self finance basis in certain Govt.Degree
Colleges from the academic year 2013-14, (2) Introduction of P.G.Courses in certain
Govt.Degree Colleges on self finance basis from the academic year 2013-14 and (3)
Introduction of Conventional Courses at Under Graduate Level in certain Govt.Degree
Colleges from the academic year 2013-14, as detailed in the Annexures-I, II and III, subject
to condition that there is no financial commitment to State Government for ever.
3. The Commissioner of Collegiate Education, A.P., Hyderabad shall take further action
in the matter, accordingly.
4. This order issues with the concurrence of Finance (Expr.HE) Department vide their
U.O.No.16749/560/Expr.HE//2013, Dated:29-06-2013.

GUIDELINES FOR COLLEGE TEACHER AWARDS

Guidelines for selection of Affiliated College Teachers for State awards in the Specified Subjects
1. As per the G.O. Ms.No.491, Dated: 06-07-2001, there are 35 awards for Affiliated College teachers in the State.
2. Out of the 35 awards, 23 awards are allocated to 23 teachers one from each district and the remaining 12 awards are earmarked for 12 teachers selected from all over the state one from each subject/group of subjects as mentioned below.
i. English
ii. Second language subjects (Telugu, Hindi, Urdu, Modern Languages etc.,)
iii. Mathematics, Statistics and Computer Science
iv. Physics, Electronics and Geology
v. Chemistry and Bio-Chemistry
vi. Botany and Micro-Biology
vii. Zoology and Bio-Technology
viii. Commerce
ix. Political Science and Public Administration
x. History and Geography
xi. Economics
xii. Philosophy, Psychology and Sociology
3. Process for Selection of teachers for subject wise awards
i. The existing procedure and the guidelines for the selection process, which have already been communicated, are applicable to the selection of teachers for the subject wise awards.
ii. The Proposals for State Award for Affiliated College Teachers in the Subject concerned shall be submitted in the Annexure-I already communicated along with the copies of the evidences to the Principal.
iii. The Principal of a College shall constitute a college-level committee to scrutinize the proposals and finalise selection of teachers one from each subject. The list along with the proposals shall be submitted to ID College Principal.
iv. The ID College Principal shall constitute a district-level committee to scrutinize the proposals received from colleges and finalise selection of teachers one from each subject from the district. The list along with the proposals shall be submitted to RJDCE of the respective Zone.
v. The RJDCE shall constitute a Zonal-level committee to scrutinize the proposals received from ID colleges and finalise selection of teachers one from each subject from the Zone. The list along with the proposals shall be submitted to CCE.
vi. The number of proposals finalized at each level of screening process shall be one in each subject/group of subjects and not more than a total of 12 proposals.
vii. The Proposal by a college Principal is not considered for the award.
viii. The schedule of the selection process of State teacher awards - 2013 in
respect of subject wise teacher awards is given below.

Minutes of the Meeting:
I. University Teachers:
1. The minimum score of the proposal for the award shall be 60% for the
consideration of award.
2. Proposals for the award shall be not more than one from each faculty from a
University. Among the Universities the faculty with the highest score shall be
selected.
3. Registrars and Vice Chancellors shall not be considered for the award.
4. Number of proposals for the award shall be submitted in double to the number of
awards allocated to University.
5. Proposals from the candidates with less than 40 years shall be considered for
“Young Teacher Award” as per rules, i.e., for more than 300 teachers, 4 teachers
shall be nominated and 2 for young teacher awards (Total six proposals).
6. It is resolved to consider more number of awards to the candidates from Health
Sciences.
7. The last date for the receipt of revised proposals for the State Awards – 2013 is
25-07-2013.
II. Affiliated College Teachers:
It is resolved that out of 35 awards, 23 awards are allotted to 23 districts @ one
per each district and the remaining 12 awards are allotted for 12 teachers one from
each subject.

I. General Instructions:
1) B.Com (Honors) course (3-Years) is offered for the Academic year-3013-14. Total number of Seats: 40
2) Medium of Instruction is English.
3) All candidates seeking admission to SWRGDCs are required to apply in the prescribed form which can be downloaded from website www.apcce.gov.in
4) The filled in applications have to be submitted in Govt. ID College of their respective district.(List Enclosed)
5) 75% seats will be reserved for SC, 12% for BC ( C), 6% for ST, 3% for physically challenged, 2% for BC (A,B,D, E) and 2% for Economically Backward Classes’ (EBC-open category) students.
II. Eligibility:
1) The Candidates seeking admission must have passed Intermediate (10 + 2) or equivalent examination.
2) The mode of admission is as per the merit list prepared on the basis of weightage
a. Screening Test - 30%
b. Marks in qualifying examination (intermediate) - 70%
3) Merit list of all the eligible candidates is prepared on the basis of score obtained in Screening Test and Marks of qualifying examination. Accordingly, students are admitted as per the quota of seats allocated.
III. Screening Test:
1) The Screening Test will be conducted to test the candidates’ proficiency in
a. English Language
b. General Awareness
c. Aptitude
d. Reasoning skills.
2) Test will be for 30 Marks for 60 objective/Multiple choice type questions and each question carries ½ mark and duration of the test will be one hour.
3) The candidates should score at least 35% in the Screening Test to be considered for Merit list.
4) The Screening Test will be held at the following nine (9) places in Govt., ID Colleges.

IV. Admission :
1) Intake into 3-year B.Com (Honors) Course will be 40 students out of which 60% seats will be allotted for students who studied commerce at intermediate level and 40% seats open to general.
2) Candidates shall produce the original Certificates/Provisional Certificates and mark sheets and their attested copies at the time of joining the College.
3) After allotment of seat, the candidate must join the College within one week from the date of declaration of results, failing which his admission stands cancelled and the seat may be allotted to next candidate in the merit list.

The Academic Staff College, Osmania University, Hyderabad is organizing Orientation
Course from 03-07-2013 to 31-07-2013. The list of the lecturers nominated for the course is
enclosed, with their place of work for the information of the Principal.
The Principals are instructed to relieve the lecturer in time with instructions to report at the
above said venue before 9-30 AM on the date of commencement. The selected lecturers are
instructed to pay Rs.500/- (Rupees Five Hundred only) through Demand Draft ( non –
refundable ) drawn in favour of the Director, Academic Staff College, Osmania University,
Hyderabad payable at Hyderabad towards registration fee. Cash is not acceptable. T.A. & D.A.
for attending the said course shall be paid to the participants by the organizers. The period shall
be treated as ON DUTY.
These programs are mainly intended to improve knowledge, skills and the aptitude of the
lecturers. The Principals shall send compliance report in the name cover of Academic Guidance
Officer O/o CCE, Nampally, Hyderabad immediately.
In the case of Lecturers who have been transferred recently, the Principal
is requested to communicate the Proceedings to the concerned Principal of the
Institution without fail. However the Principals are requested to bestow personal
attention and communicate the Proceedings to the incumbent well in advance so
as to enable them to participate in Refresher Course by duly marking compliance
report to this office. By doing so care may be taken to follow the instruction of
this office sent through the mail.
